“For the fact that the general citizenry is the beneficiary of social action in its multiple faces, there is great need of having the people made aware. This touches all aspects of socio-political and socioeconomic life of the Tanzanian society. The government does not need to singlehandedly both prescribe and safeguard the social action vision of the country. This has proved failure in several instances when policies were implemented and changed after a short while, particularly in education and taxation.”
